Centre Notifies Unified Waqf Management Rules, 2025

The Union Government has notified the “Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025” to establish a centralized digital and administrative framework for the regulation of waqf properties. The notification, issued on July 3, 2025, follows the insertion of Section 108B into the Waqf Act, 1995, through the Waqf (Amendment) Act, effective April 8, 2025.
The newly notified rules provide for the creation of a centralized portal and database to manage waqf properties across India. Oversight and control of this digital system will lie with the Joint Secretary in charge of the waqf division within the Ministry of Minority Affairs.
Each waqf and its associated properties will be assigned a unique identification number automatically generated by the portal. These records will serve as the official reference for all future tracking and monitoring activities across all States.
Additionally, each State Government is required to designate an officer, not below the rank of Joint Secretary, as the Nodal Officer. In coordination with the Central Government, States must also establish a centralized support unit to assist with uploading data, managing registrations, maintaining accounts, conducting audits, and carrying out other administrative functions related to waqf and its Board.
